States that are Party to the Biological and Toxin Weapons Convention (BTWC), but not member of the European Union are eligible for assistance actions under this European Union Joint Action.

A State Party interested in obtaining EU assistance relating to the national implementation requirements of the BTWC needs to submit a formal request to the Council of the European Union.
