In principle, foreign students and researchers pose no higher proliferation risk than domestic ones.

Nonetheless, some States have implemented legislative or administrative measures that limit access by foreign nationals to specified biological agents and toxins, technologies, or facilities. These limitations are based on security risk assessments and are usually less stringent for students than for researchers.

States that have no limitations for students may apply restrictions for postgraduates.
